Started New Game, Can I Trade Houndour?
Hey, I beat the elite four and caught a houndour and several other Pokemon that I breeded and I traded to a different game. Now I started a new emerald game and want to trade them back however I am having trouble trading houndour and ditto into emerald... Is this because on this new game I have yet to beat the elite 4 and unlock the national dex?

Unlucky mate you cannot trade National Dex Pokemon over until you obtain it.

Yes, that's the reason. Just as you cannot find National Dex Pokemon prior to obtaining it, you cannot trade National Dex Pokemon over until you obtain it.
