You can find Vulpix in the grass area outside of the cave of Mt. Pyre and no,you have to trade from the Leaf Green version to get the Eevee. There has been in some cases that people said they encountered an Eevee on Sapphire between Lilycove and Fortree but it was supposely to be 'rare' so knock yourself out about it and try your luck if you have the Sapphire version. Vulpix is around mt. Pyre but you cannot catch a evee in the game, you must trade from another game with evee in it

You can find Vulpix in assorted patches of grass on the outside of Mt. Pyre. Eevee isn't in Emerald, you have to trade another game that has it.

you can find vulpix outside of Mt.Pire (south of lilycove city). Evee is not a pokemon you can catch in pokemon ruby, you must trade from another game example: pokemon leaf green. Hope this helped
