I completely doubt it because hardly anybody has an action replay for gameboy anymore. And I doubt there ever was one as people hardly knew evs and ivs mattered until diamond and pearl came out.

Yeah there is a max iv cheat code for emerald and I'm pretty sure I saw a max iv cheat some where too how ever the ev cheat might b fake
