To get Shoal salt, you need to wait for Low tide. Here are the times of the tides:
3 am to 9 am: Low Tide
9 am to 3 pm: High Tide
3 pm to 9 pm: Low Tide
9 pm to 3 am: High Tide

Go at low tide and the shoal salt shot should just look like a pile of sand
