Well it is possible to get cyndaquil two ways the first way is buy an action replay or gameshark cheating device the second and non cheating way is to complete the national pokedex by capturing all 386 Pokemon and prof. Birch will call you on your pokenav congratulating you for completing your pokedex and telling you to come to his lab and he will give you a choice out of chikorita, cyndaquil and totodile and when you pick he will give that Pokemon to you.

Get the National Dex and Birch will offer you one of the 3 Johto starters.

To get a Johto starter you must actually complete the Honen pokedex then you can choose a johto starter, so that is when you can get cyndaquil without cheating. But if you don't want to do that just go buy an action replay or gameshrak and cheat.
