You get to mount chimney when you go to meteor falls and foil their plot and talk to the pathetic professor who they stole the meteorite from and then go back through jagged pass and then by now the access to the cable car will be granted because the people from team magma will be gone so you can go up the cable car and up to mount chimney and face team magma and then go down jagged pass to lavaridge town and face flannery in the 4th gym of fire

Go to fallabor town and go to meteorite falls where you will see team magma and aqua and professor.cosmo. Once you've seen them go out through fallabor and through the cave so you're at the cable car place then you should be able to go up the cable car. You will then be at mount chimney and you need to defeat team magma then you can get to lavaridge town through the jagged pass
