Check it likes pokeblocks of beauty and feed loads to it moore to come

Use pamtre berries to make lv50 or 49 indigo and blue pokeblocks to max out feebas' beauty and then raise it one level (the pamtre berry can be obtained from the berry master's wife by use of the phrase "challenge contest"

Just find a bunch of dry berrys, go to lilycove, and moke as much blue pokeblocks as you possbly can feed it to em.And when his beauty is max lv him up.then it will be a milotic.

You need to use Pokeblocks to enhance it's beauty stats, once they are at full you just need to raise your Feebas one more level and it will evolve into Milotic.

Pokemon sometimes evolve by leveling up

Or the ammount of happyness you give them in that case use soothe bell
And pokeblocks faster way
