In order to put Action Replay/Gameshark/Codebreaker cheat codes into Pokemon Emerald, or any other Pokemon game, you will have to go out to the video game store and buy the cheating device. After you buy the Action Replay device, find the codes that you want to use in the game, and put them into the Action Replay, then activate them. You must buy this device, you cannot insert codes into the game by using any other method.

You need to use a GBA Action Replay. Either use the Code Manager software that came with it, or type the code in manually.
Since I lost the software myself I cannot help with that.
But, I do know how to input. Select "Add New Code" and make a name for your code. Then type in the digits for the code, and save it.
