You can catch Bagon at meteor falls in the room where you find tm 02.
To get to this room you must have a Pokemon that knows surf and waterfall. Climb up the waterfall and go through the hole. Once in the knew room find the ladder. In this new room go as far left as you can and then go up there you will find another ladder. In this room you will see an old couple. Go up the stairs to the right of them at the top there will be a dragon tamer. Jump down six ledges but stay to the left there will be another ladder. In this room go down the stairs and surf to as far up as you can go this is where you will find TM02 and bagon.
