Route 124 or 126 on the ocean floor. They are not very common so just keep trying and good luck.

Go to sootopolis city and use dive go to the patchy area underwater just outside and look for him or have a Pokemon that knows sweet scent.

Relicanth is a very rare Pokemon that is not very common, go to Sootopolis City and use dive in the entrance go outsido on the bottom of the ocean and look for him in the grass of the ocean floor so don't surrender looking for him.

Route 124 or 126 on the ocean floor. They are not very common so I just kept using sweet scent and I got it after 10-15 tries
