How? Well, since Nintendo stopped holding their special Nintendo Events for Pokemon Emerald, I would imagine that the only possible way for you to get your hands on a Mystery ticket would be to buy an Action Replay. By ticket, do you mean the Mystic ticket? I ask because I have never heard of a mystery ticket. Putting that aside, my answer still stands, no matter what ticket you want, the only way that you will be able to get it is if you buy an Action Replay, or a Gameshark. Hope this helps.
