Well, let me see... After you finish battling the Leader Watson, head west of Maulville City to Verdanturf Town and talk to everyone there. After that, just head back to Maulville City, and go north this time. You will come upon some rocks in your way so use Rock Smash on them and continue along the path. You should happen upon some buildings soon enough so just go ahead and go inside of them, and you will see where you have to go from there.

What he said ^ but if you didn't know, you can get rock smash in Mauville, a house right of the Poke mart, I think
