You need a water type Pokemon that knows surf and you can go pretty much ne where in the ocean and fish for one. Hope I helped a lil.

Wailmer can be found in the following locations: Routes 103, 105, 106, 107, 108, 109, 110, 115, 121, 122, 123, 124, 125, 126, 127, 128, 129, 130, 131, 132, 133, 134, and 135, Ever Grande City, Mossdeep City, Lilycove City, Seafloor Cavern, Shoal Cave, Slateport City, and Sootopolis City by fishing for him with a good rod or super rod.
