You canget the Old Sea Map by a pkmn event, But you can't now because gamefreak decided to switch Pokemon emerald to GBA

THIS COMMENT WILL EXPLAIN HOW TO GET EVERY LEGENDARY WITHOUT CHEATING! I almost completed my sapphire dex and I never cheated. I could never get deoxys. But I got Jirachi, all you have to do to get Jirachi is purchase the 'colloseum bonus disk' online. Use the disk to get as many jirachi as you want. I got Lugia from playing XD Gale of Darkness for gamecube. After you beat the game fill the whole purification device with dratini. Put Shadow Lugia in the center and he becomes purified. I got Ho-oh from Pokemon Colleseum. After beating the game, do the Mt. Battle 100 challenge. Every Pokemon you verse should be lv 100. If you beat the whole thing without losing, you will recieve Ho-oh. I got Mew from the Old Sea Chart Glitch. You need to be in the cave where you beat Groudon/Kyogre. Stand 1 step in front of the body of water in the cave and have the Pokemon Groudon use dig. You will go to a tunnel. Pick up the item at the end and it's the Old Sea chart. Celebi is a tad tricky. But you have to buy the bonus disk for the japan version of Pokemon colleseum. This is the only way to get Celebi without cheating. It will be a japaneese Pokemon but it still counts! All other legendaries can be obtained in game. Good luck!
