If you mean the places where Groudon and Kyogre reside, you have to beat the Elite Four, and then go to the Weather Institute and the guy by the PC on the second floor will tell you that there is a Drought/Downpour on x Route. You go there and you find a cave that was never there and Groudon/Kyogre will be there.

Talk to the main scientist in the weather institute. He will tell you about "heavy rain" or "bright sunshine" on a certain route, and that is where they are.

Talk to the main scientist in the weather institute, and he will tell you about "Heavy Rain" or "Bright Sunshine" on a certain route. That is where Kyogre and Groudon are, respectively. Kyogre has been the first one on mine 99% of the time.

If you're talking about where you catch Groudon or Kyogre, talk to the guy at the weather institute on the top floor.
