Why can't I trade squirtle from fire red to my emerald

You have to have to have the National Pokedex in Emerald, and have delivered the ruby and the sapphire to Cielo in FireRed in order to trade your Squirtle.

Well, you need to link up with the Hoenn region after beating the Elite Four on Firered by finding the Ruby and Sapphire. Also, the Elite Four must be beaten on Emerald Version in order to trade between the two games.

You, first you ahve to link up with a friend, then agree each other on what Pokemon to trade, the start the trading process to get Squirtle.
