That room is a place for battling with Pokemon e-cards. You can get in by linking an e-reader (in a gameboy advance) to another gameboy advance, then sliding the e-card through the e-reader. You can then battlew ith the trainer that is described on the card.

There is supposed to be a trainer in there if you're able to get in. You have to have an E-Card Reader and the right E-Card, once the E-Card is swiped, the door should be open.
