Actually Deoxys is not avalible without an event. But Jirachi is up there somewhere. Talk to the guy who say the shuttle has taken off or something like that in Mossdeep Space Center. On the 100th he should say the shuttle has landed or something like that. Then Jirachi should appear after a cutscene. It has been a long time seen I have done it so... But I know it works.

Actually, getting to the Moon to catch Deoxys is a hoax started in the cheats section. There is no way to obtain Deoxys without a cheating device, such as an Action Reply or a Gameshark, or going to a special Nintendo event. Sorry.

moon I'll tell you a glitch
First go to mossdeep and talk to the girl near the white rock (5/6times) than talk to the rock
(5/6times) than save your game and load it again than the man in the space centre will tell that was the 100th launch and he will tell you go to the moon and u can catch a jirachi there...HOPE IT HELPS

Okay, to end this, I will only tell you what's real, no myths or theories.
About the Moon:
You can't go to the moon! I use Advance Map Editor, and I have seen all maps inside the game, yes ALL of them... And there's no "moon" map or a map that look like moon.
About Deoxys:
Deoxys can only be caught in Birth Island, and to get to Birth Island you need an Aurora Ticket, which you can only obtain by joining an event in Japan/US, yes that event isn't in the game but in real life... Unfortunately, the event isn't being practiced these days... And the only option now is to cheat, either cheating to get the Aurora ticket, to warp to Birth Island or to directly battle Deoxys.
About Jirachi:
Jirachi can only be legally obtained by downloading it in the Pokemon Colosseum Bonus Disk, that you have to buy in real life. If you don't want to spend real money to get Jirachi, then use cheat. Jirachi in the moon isn't real, like what I said, there's no such "Moon" map or map that looks like it in the game.

Its fake. There is moon in the game but you cant see it in the map.and if you wanted to get Jirachi, you need a item (I forgot whats the item name) that allows you to wish at the white rock outside the Space Center, after that, you should talk to the man standing at the middle facing to the pc's. You should talk to him and to the white rock several times (it would take long time) and it will say if you want to follow to the moon or no...
