Does anybody know where the land and sea lairs is?

Do you mean the Marine and Terra Caves, home of Kyogre and Groudon?? If you do, then these caves appear randomly on four designated routes (after you calm the fight at Sootopolis). To determine where to look first, talk to the man on the 2nd floor of the Weather Institute on Route 119. He'll mention strange weather patterns on a certain route.
If he mentions heavy rainfall, you'll face Kyogre first. Go to the chosen route QUICKLY, or else the route will change and you'll have to talk to the man again.
On that route, look for a spot you can Dive into, and go under. Follow the caves to reach Kyogre (Lv 70)!
But, if the man mentions severe drought, you'll be going against Groudon! Once again, go to the chosen route, and look for an opening in a cliffside. Groudon is inside (also at Lv 70)! Note: Like Kyogre, you need to get there quickly before the route changes.
After you finish one off (or catch it), you can then face the other!

Ya, It's different all the time. You must go to the weather constitute and ask that freaky scientst and he will say blah blah blah blah weather patterns st route X. Drought=land lair Rain=sea lair
You have to defeat the elite four, then go talk to the weather institute guy. That's when he'll mention about the routes and so forth.
