You wil find that there is no real garenteed way to kill nebula gray. My favorite way to beat him is to install airshoes, undrsht, busterpack, attack1, speed1, charge1. Compress the programs to get the most out of it. For your chip folder it depends on your fighting style. If you like to avoid the jumping flames, I like to use geddon2. If you can dodge the attacks, you just need to time your attacks to hit as he is in the front row. I would use a lot of barrier chips to keep you safe from most attacks and heal yourself with recover chips only when you fall to 1hp. From there you should use searchsoul and get a good, powerful program advance and wail away on nebula gray. You will find that after a while you will be able to tell his attacks. It takes a long time but you will come to see it can be done.
