To get to Nebula Area you need to beat Nebula Grey and collect 100 standard chips first. Then go to Undernet 2 from the path in Undernet 3 and you will find a Gold Program. Talk to him with the requirements to gain access to Nebula Area and to make all viruses be thier V2 forms.

A gold program in Undernet 2 you have to have 100 standard chips.
