I think you get to him after you do everything in Nebula area. Which location is found in through a pathway in Uncernet 2. And then I also think you have to defeat certaion navis under 30 seconds while timing yourself. OR this could be the second time but id on't remember.
Blacklist1 had most of it correct.It doesn't matter about the time to defeat each but all in together.You will need to be defeat all the navis in the time limit from 2:00:01 to 3:00:00.

Bass SP: random encounter after beating v3
