Try battling the bombs in the Undernet Area, try your luck with the chip trader or you can check Higsby.

I think you also can buy it from a shop owner but I forgot where he is, I think he was in the third net area that you find and fourth and fith and maby in the sixth so I think the shope is in the areas around the net where you have to jack in to get out of the locked door in the hotel. Hope I helped.

You should go to the sharo area and then go to the door where it is opened with 500 zennys then use unlocker to unlock the mysery data, and get blckbomb z
