Question for Mega Man Battle Network 4: Red Sun

Hey! Ok, I've been running around in circles in the game and STILL can't find this Duo person. I've tried searching on things like Google, and the sites it gives me only mention him. Can anyone tell me where or how to find him?

You find Duo at the space ceneter were your dad works.You have to arange the planets. But thats something for another question.Hope this helps.
