Question for Mega Man Battle Network 4: Red Sun

I KNOW THIS IS LONG, I MADE IT AS BREIF AS I COULD GET IT

How do I get the "townkYdt" thingy taht you need to open the door to get to town area 4...... Yeah I know that you get it from a official in the netopia area accordin to "Bull".. But I can't find the official in the netopia area.
How do I find him???

OK, to get the town ky you have to have destroyed all the things that are blocking all the nets off around the world. Then once you have done that, you will get a phone call telling you there is an official navi in netopia area with town ky.
