Question for Mega Man Battle Network 4: Blue Moon

Hey I need help
I m trying 2 get the C-slider but each time I go to see the dealers they don't offer to sell them to me. I get "......." or "well, whatever" and "i wonder what I will get next time" can some one please help me???
