Question for Mega Man Battle Network 4: Blue Moon

Hi. Can someone tell me how to go to black earth 2. I can't pass because there's
a door that don't let me pass and it says "This door opens only to those without
"V" who know fragments." i'm in continue 3. Please help me!!!!!!!!!

You have to collect all of the navi chips not ds or sp just regular
