First, Go to beach Square and find the Navi that sells the Net Programs. Buy the "Fish" Program. Install "Fish" and go to Hades Isle. You will eventually fight ice cannons with Ice attacks! After getting the chip go back to the Hospital and give the boy the chip! He will then accept the operation!
