You have to S-Rank Mistman V3 while your style is the Team Style (of any element, but Elec works best while fighting him). Then you may get the V4 chip or (if your unlucky) the V3 chip again (provided you have the V3 chip).

You must locate Mistman and delet him with a S level stat.

just Get one of your friends who has it to trade library info then you can buy all his chips from higsby's chip order
