Just go to Beach Area 2 and talk to the evil navi asking for the tally and you should have it by now which will then lead you to the Undernet.Install the press customizer to get through and just follow the instructions from the postmaster to get to Undernet 3.Hoped I helped.
got to undernet 1 go to the middle of the bridge go down then go to undernet 2 go left pass to the second warp go all the way down then go to undernet 1 then two back again and follow the [assage to undernet 3
