Question for Mega Man Battle Network 3 Blue

All right my library is at 199/200. I need help getting chip 54 wich I think is burning.

Please tell me how to get it because I've been using the traders for over a week.

By the way I have Aqua custom style and I only get burners from fishy2s.

Nevermind I got it from the chip trader in Dnn like an hour after I asked the question
