Question for Mega Man Battle Network 3 Blue

How do I get more Timebomb chips without going to Hisgby? Also where is flash man for the third time?

After o kill flash man he will be in the acdc 3 area in a dead end right next to the acdc sdur port

I did kill him the first time and in acdc 3 and i want to know where i could find so i can get his key for his cube in the under net
