Govmnt place by going on the metroplex

Go to the government complex, the waterworks part. Then look around. Somehow you have to hide in your dad's office for everyone to go home, steal your dad's elevator id from his labcoat in his office, go back to the waterworks when there's no one there, and plug into the water cooler near the elevator.
