I have beaten the game and purchased all of the gadgets. I purchased the passport plus, but I still only have access to my first passport. Is there something I need to do besides just purchasing the passport. How do I make a new passport for my daughter.

You have to get you daughter mario party advance then get a link cable and hook it up that's how you do it. Then you get her passport ,but you can't use it.
There is no way to get a second passport, the extra passport slots are for linking up with friends.
