Don't go to winkles area unless you are searching for beanstar pieces. Keep heading north. If you come to a place and you don't know where to go check a nearby map. Thats all I can do to help you.
It's easy! Remember that barrel? Well dunk Luigi and make him jump out causing him to go inside the barrel. Go to the ugly face panel stand on the platforn with the barrel still on luigi put luigi in front an he(the mask) will shoot. The bullet gos back to him and walla! the grassy platform is raised!
