I think you mean the Key to Rewards card.
I've only recieved 4 myself.
You can get one like any other map card, that is, an enemy must drop it at the end of a battle.
I think the easiest way to get one is to open a room with the Almighty Darkness card since there's a higher chance of dropped cards at the end of a battle.
Be careful though, the Almighty Darkness card raises the attack points on the enemies cards so they will be harder to card break.
Just be patient, one will be dropped sooner or later.
