When you go to tundaria tower you will find water on both of the sides use parch to get rid of it, travel to the top and you'll get a special item which will teach you how to do burst and use it to break the ice .

[ You get parch from aqua rock ]

You need burst which you get in the tundaria tower here is how to get it-use parch on the right side water (you get parch from aqua rock).

I think you have to use reveal on the ice blocking your way.

(you get reveal from air's rock)
