The maximun lvl is 20, but in Fire Emblem Radiant Dawn for Wii you can change class again after reaching level 20, but for the laguz the higher lvl is 70.
For sacred stones it's 20 for all units, the only ones exempt from this are Ross, Ewan, and Amilia who change class when they hit 10 (They won't do it instantly it happens at the start of the next fight) and then when they change class they act normal.
