Question for Fire Emblem: Sacred Stones

If I use an Action Replay can I get Nergal and Dragon if I can tell me the code there the strongest characters.

Sorry to disappoint you but there are no action replay codes to get Nergal or the Dragon

Yes, you can use Action Replay Codes to get them, although in a looser sense. You can freely change a units name, class, portrait, overworld icon, equipmant, stats, weapon levels, etc. Using action replay. That even means you can switch Serra to a Fire Dragon, or Eliwood to an Archsage.
