There is no specific level, what you have to have for 1 is the Airship, and go to the caves on a small set of islands near the northern continent, find the cave where bahmahut is and he will say something about the CITEDAL OF TRIALS which can be found not far from there, you have to land the airship nearby and walk to it, once there, look for an item called a RATS TAIL, once you have it, leave and go back to bahmahuts cave (if you choose to stay, there are soom good items nearby) and he will reward you with a stats upgrade: Thief = Ninja, Monk = Master, Red Mage = Red Wizard etc.

Hope this helps

There isn't an espesific level.that means you can be at level 99 and still be in the first class that you started with, or you can change class at level 10 but that is imposible without a gameshark. You have to get to the citedal of trials then go and get the rats tail(or some thing like that) from it and take it to bahmahut and every ones class will go up.
