Th answer is: Actually I don't think you can fish but I do know that you get fish off an old guy outside of gingertown. Past the bit where you find the old time machine, there should be a section where roads go split. Follow the botton half of the road than look for a path that goes up and you found the old guy. You will need to help him also by giving him his new bait (found in bottom right screen of west city in middle house of top half).
I don't relly think you can fish dude but you can in buus fury I'm definely sure if that u can fish and yes thats a dumb quetion
