Where is the newspaper guy in west city? I've looked for him everywhere! All I can find out is that the lady said he was marching away muttering something about a school capsules and where are all the golden capsules.

The newspaper guy is at a stand right under the school where that lady tells you "thank you for saving the children and my job."
You have to go on the highway and look for the children (its at the north edge of the city)
Look every where can't find him laddy say the same thing over and over
