I'm not quite sure what you mean, but, fortunately, I know where all of Goku's barriers are.
There's one blocking a fortress in East District 439 that's shortly north of Vegeta's barrier. Goku has to be at least level 35 to break it.
There's another blocking a cave in the west end of the Northern Mountains. It'll activate a bridge that leads you to a Missing Namek and, thereafter, a Dragon Ball. Once again, you'll need to be at least level 35 to break it.
A third barrier blocks the only enterance to a wall of upright logs just to the west of the second Save Point in the Northern Mountains. This time, a level 40 Goku is required.
The final barrier for Goku is located, of course, at the enterance to the Cell Games Arena. Naturally, Goku will have to be at least level 40 to gain entry.
Since I wasn't sure which barrier you were referring to, I thought of including them all. Hope I helped =)
