1. There isn't a Missing Namek in East District 439.

2. I'll explain this briefly. Use a level 30 Vegeta to break the blue-coloured barrier in the western area of the woods, then switch to Goku in order to break the orange-coloured one by the lakeside therein. You'll enter a fortress, the centerpiece being a trio of lion-shaped fountains that seem to be prohibiting access to a concealed living quarters. Head north, hit the switches in the northwest and northeast corners to trigger more switches, save your game if necessary at the former, and head into the next building. Watch out for the ninjas that conceal themselves behind poles, and hit the switches in the mouth of - guess what? More lion statues - to disable the fountains. When you're done, enter the now accessible building that is towered over by the lion fountains, fight off Eggbots and Destroyers, and thereafter General Tao, who's trying to extort $200,000 of gold from some buisnessman named Mr. Vodka. Trash Tao, then grab his Dragon Ball. Notice that Vodka seems to have fled?

3. Bulma's typically in Capsule Corporation, either upstairs lounging around or with her father in his laboratory.

4. Raise your characters' levels to a minimum of 40, predominantly Gohan and Goku. Super Saiyan ability helps greatly in this battle, and the four pots in the Cell Games Arena (in addition to the boulders in the desert that Cell makes of it) will refill your energy or health when the necessity arises. Just knock Cell down to about two thirds of health, and he'll destroy the arena; knock him down a bit more, and Goku will give the bout to Cell, switching in with Gohan. After #16 gets destroyed and Gohan snaps, Super Saiyan Rage will help even more. If you're still finding difficulty in this battle, power up with Capsules and persist; eventually, Cell will go down.

5. Sorry, but nope. He's just a temporary character whose only purpose, truth be told, is to defeat Cell. I mean, why else would the designers just kill him off?
Piccolo should be at a minimum of level 30, although I usually take #17 on at 35. There are plenty of boulders in the battleground to gain health or energy from, and Piccolo's Super Namek ability restores your health while augmenting your strength.

6. In the Northern Mountains, head west of Dr. Gero's lab until you start hearing music. Coincidentally, it's Hercule's favourite song, ''Eyes of the Lion''. Anyway, head northwest, detouring through small caves until you reach a series of switches. From left to right is the proper order in which to subsequently toggle the switches: off, on, off, off, on, on. Head up to Vinnie's ''swinging bachelor pad'', (it's rather odd that he calls it that when he's the only person there) enter the open door in the northwest region, and bust the generator therein.

Return to the outside of Dr. Gero's lab, and turn east. Right off the bat, you should notice the second generator, unguarded and unsuspecting. Lay waste to it, then continue east until you reach a smoking, raised piece of land, at which point you'll turn north, fighting off the weakest forms of Tiger Bandits and Eggbots until you reach the top, where you're awaited by a Save Point, the final generator, and... a Brontosaurus? Apparently, the colossal dinosaur won't move unless you volunteer to transport her eggs down the hill and onto the raised piece of land mentioned above. The problem is that, while holding a dino egg, you're vulnerable to attacks, which will result in a shattered shell. Carefully navigate a path that eludes the creatures, (or at least outruns them) and repeat the action three times, whence each of the Brontosaurus' eggs have been returned to her. Now, return uphill one final time to Save and bust the final generator.

I believe that answers all of your questions... (My hands hurt from typing so much)
