I need one more Namek before I can go to new Namek and I now it is in the top floor apt B, but I don't Know how 2 get into the top floor? There is a man blocking it. If you know please contact me and tell me the answer thanks.

You get the Apartment B pass from the Mayor's house and then you can enter.
It's in the mayors house in a chest next to a bed I think
