I've finished all the game and i'm telling you it is very tough to get it but at least I find it you need to defeat Dabura then go and find him and talk with him.
He will tell you that he wants to be evil again and other things ....... then go to the other world and you will find a shop over there go and buy it.
Other way:-
Fight tough enemies and you will get it.
