How come when I give Korin the red snapper he doesn't give me the Z Fighter exibit?

You can't expect him to give you exhibit after first fish, give him few red snappers and you will get your exhibit
Save the game at kamis lookout and give korin a red snapper if he gives you the holy water turn off power and try again until you get z exhibit. (may take up to 10tries)
