Press start, go to the page that says "status" at the top and press A, then you can use the left and right arrows on the keypad to increase the amount, or level of stats, you can not make stats lower then when you started, press b when you are done. I don't know what the difference between STR and POW is, but one gives you high chances of getting critical hits, and one that punch/kick power, END is HP, and I have no idea what SPD (speed) does, I guess faster running/ walking or faster attacks.
