Find the fisherman which holds the "Rain Drop". You'll need this to have an Aqua Bomb which enables you to bomb within the sea. After that, find the Pretty Base.

Do you have the Aquabomb?
Because if you don't, then you'll need to get it. Just go and see the fisherman in his house on the beach and talk to him. Agree to find his hook and he'll give you the 'Raindrop' Go to the Bomb shop and get the owner to fuse it with your bombs and now you'll have Aqua Bombs. Be careful though, they'll only work UNDER THE SEA.
