Get a Horsea and evolve it to Seadra.Then get it to LV.100.Give it 5 Irons, 4 Calciums, 2 Zincs and 1 HP UP and look at the pokemon you could have:

Attack:100 Ice Beam

Defense:342 Double Team

SA:311 Surf

SD:259

Speed:213
